Saat ini, industri pelayanan sedang “booming” yang ditandai oleh peningkatan peranannya dalam ekonomi secara nyata yaitu sekitar 70% di dunia Barat dan sekitar 40% di Timur Jauh.
Globalisasi dan kemajuan komunikasi telah menyebabkan dunia internasional dipandang sebagai kampung global (global village) tanpa perbedaan latar belakang budaya yang mengarah pada homogenisasi pandangan, orientasi dan gaya hidup penduduk dunia. Pada kenyataannya, budaya nasional tidak akan berubah dalam waktu singkat dan trend budaya ke arah regionalisasi dan lokalisasi telah berkembang. Dalam perspektif ini, globalisasi memicu lahirnya identitas “footloose” yang membuat orang untuk berpaling kepada konteks sosial dalam mengekspresikan kebutuhan untuk membentuk identitas yang tidak ambivalen. Identitas transnasional menimbulkan ancaman sekaligus kesempatan yang apabila tidak disikapi secara bijak oleh pelaku dalam industri pelayanan dan pariwisata akan mengakibatkan ketidakefektifan dalam manajemen. Dengan demikian diperlukan panduan dan wacana tepat yang mengandung pengetahuan tentang efek globalisasi terhadap wawasan kebangsaan. Tujuan studi Manajemen Pelayanan (Service Management) adalah untuk menjalankan peran evaluator mengenai efek globalisasi budaya. Ketidakpedulian terhadap isu ini dapat mengakibatkan penyimpangan dalam wawasan kebangsaan. Oleh sebab itu, pendidikan tentang perbedaan antarbudaya sudah harus mulai diberikan pada level pendidikan strata 1 dan strata 2.

Abstract
 
This study was carried out in order to understand human dimension as part of philosophical principles in developing tourism industry. The conceptions of the humane dimension by several humanist figures should not suggest any contradiction, but integrated by philosophical principles in developing the tourism industry. In this case, most humanist figures had struggled in the desire of realization of the Universal Declaration of Human Rights known as "Homo Sacra Res Homini" meaning "The Human is a Holy for The Other Man".

Education as a learning process has experienced significant shifts in this modern world. More than ever, the effect of globalization has eliminated boundaries of both nation-hood and state-hood. Cultural pluralism marks the global phenomenon in trans-cultural learning. These cultural encounters developed into intercultural exchange with reciprocal impact. In the context of tourism higher education, the learning process should facilitate student as Indonesia’s future human resources with necessary skill for better anticipation of globalization.

In any planning to establish a business, especially in travel and tourism, one must know some basic legal knowledge concerning types of business and its legal entity, permits, and other administrative paper work. Taking care of this in the beginning will smooth the running of the business and most importantly will gain trust from clients and third party. This article attempts to introduce the legal matters in establishing business.

Abstract
 
Within the context of ancient history of Nusantara, West Java has always been linked with events related to other parts of Java. One example is the invasion of Mataram soldiers to West Java en route to attack Batavia, which highlights the role of Fatahillah in fighting against Portuguese and resulted in the alteration from Sunda Kelapa into Jayakarta. However, very few people know the background stories of each revealed event. This article endeavors to uncover an important background story, that is the first signing of International Treaty in Nusantara.

PERSEPSI WISATAWAN TERHADAP
QUESTIONABLE JOB RELATED BEHAVIOR

Abstract
 
 
This study focuses on understanding tourist perceptions of hotel frontline employees’ “questionable behavior”. The objectives of this research is to assess tourists’ perception of hotel frontline employees’ behavior, relate them to general attitude and demographics, and to suggest hotel managements so that they can create explicit guidelines about how to serve guests hospitably while at the same time maintaining confidentiality. Result showed that cultural differences do exist and they affect people’s behavior as indicated by the findings that are significant differences between foreign tourists (mean 1.324) and local tourists (mean 1.186). Foreigners and male tourists are less tolerable to all four dimension factors, namely: (1) Infringement of guests’ property, (2) Benefiting at the expense of guest supplementary service, (3) Against work rules, and (4) Unethical behavior.

Abstract
 
Tourism development does not only induce economic growth, but also the prospect of overall community empowerment with the support of the stakeholders.  The framework of community empowerment within the structure of public economy is based on the efforts to allocate resources, institutional strengthening, and human resource empowerment. Thus, an encouraging and conducive atmosphere should be created among stakeholders. The first half of this article explains the new paradigm in community-based economic development, while the latter half tries to identify tourists’ demand-led and need-driven business opportunities.

Abstract
 
With the demand-led and supply-side trends in the tourism and travel industry, the market has become somewhat multi-various and hard to identify. As a consequence, marketers will experience some difficulties to select the best segmentation base. It still helps to use the all time tested and proven variables commonly used by market experts. These variables are geographic, demographic, psychographic, behavioral, purpose of trip, product-related, and channels of distribution. Better yet, multistage segmentation approach or using combination of the variables is highly suggested for more effective segmentation.
