EFFORTS IN DEVELOPING THE QUALITY AND PRODUCTIVITY OF INDONESIAN TOURISM
HUMAN RESOURCES IN ANTICIPATION OF THE 2003 AFTA

ABSTRACT
 
Our human resources are seemingly not in a proper condition yet to face free competitions arising from the implementation of the AFTA in 2003. This pessimistic statement emerges as a result of scrutinising the condition of our present human resources. From the quality point of view, only a small segment of our human resources attended and accomplished tertiary education related to their professional field of occupation. Besides the above said, the productivity of our existing working force is still of a very low level. Yet we expect our tourism sector to become the vital force in the national economy development particularly during the begin of the coming third millennium.
To enable the fulfilment of these hopes and expectations, a restructuring of the system as well as the processes of improving human resources’ quality are urgently needed.

Diskusi tentang keilmuan pariwisata di Indonesia sampai sekarang belum menemukan kata sepakat ke mana dan para rumpun ilmu apa pariwisata dikembangkan.   Masalah ini seringkali muncul mana kala keinginan masyarakat untuk menyelenggarakan pendidikan pariwisata dengan jenjang S1 selalu “dititipkan” pada rumpun ilmu lain.  Makalah ini mencoba menyajikan pemikiran tentang ba-gaimana pendidikan pariwisata dapat dikembangkan.

PENDAHULUAN
 
Sampai saat ini, istilah wisata antara lain mengandung pengertian perjalanan yang dilakukan seseorang ke tempat lain dengan tujuan tidak untuk mencari nafkah.  Dalam konteks perjalanan ini, seseorang akan selalu membutuhkan alat transportasi.
Statistik wisatawan mancanegara ke Indonesia selama kurun waktu enam tahun terakhir terus mengalami peningkatan.  Pada tahun 1997 meningkat 2,99 persen yaitu dari 5,03 juta orang pada tahun 1996 menjadi 5,19 orang pada tahun 1997, di mana peningkatan tersebut lebih kecil dari tahun sebelumnya yang mencapai 16,42 persen (BPS, 1998).
Dari jumlah tamu yang datang tersebut, 60,52 persen menggunakan sarana angkutan udara untuk kedatangannya.  Sedangkan yang melalui laut tercatat 39,03 persen.

ABSTRACT
 
In attempt to enter the Era of Globalization many preparations are done, one of them is establishing Sekolah Tinggi Pariwisata (STP) Trisakti, to support in achieving tourism expertise. Meanwhile, not only in Indonesia but also in other country, which is the history of tourism begun, tourism become an asset that make a good reve-nue. So, there are so many articles about tourism, most of them presented from the “bussines” point of view. The purpose of this ar-ticle is giving an insight that tourism can be developed starting from education practice, based on Government Policy and Inter-diciplinary Approach and some issues in higher education development.
 
PENGENALAN DAN PEMILIHAN MEDIA PEMBELAJARAN

PENDAHULUAN
 
Media pembelajaran merupakan salah satu komponen yang penting dalam mendukung keberhasilan proses belajar mahasiswa, disamping T.I.K. dan T.I.U. yang sudah dijabarkan melalui analisis instruksional (KHUSUS dan UMUM).  Konsep media pembelajaran sendiri masih kabur bagi se-bagian dosen, apalagi penerapannya, mungkin karena mungkin sebagian dosen belum mempelajarinya secara khusus sehingga menjadi kabur atau karena banyaknya informasi yang diperoleh.  Oleh karena itu setiap dosen perlu mempelajari dan mengenal cara pemilihan media pembelajaran.  Atas dasar itulah makalah ini disusun dengan menitik beratkan pada pembahasan tentang media pembelajaran yang meliputi: makna media, Manfaat Media, Pemilihan Media, Peran Media Pembelajaran Dalam Komunikasi.

Di masa yang akan datang, pengembangan pariwisata desa diharapkan akan semakin luas, karena pariwisata diyakini banyak kalangan akan menjadi akselerator pembangunan di pedesaan.  Pembangunan pertanian yang bernuansakan pariwisata akan memberikan efek ganda bagi kegiatan perekonomian lainnya.

THE INDONESIAN NATIONAL SYSTEM
OF EDUCATION AND  THE DEVELOPMENT
OF PROFESSIONAL PROGRAM STUDIES IN HIGHER EDUCATION INSTITUTION

INTRODUCTION
 
In line with the Indonesian National Education System since 1989 higher educational institutions consist of: Institute, University, Sekolah Tinggi (College), Academy and Polytechnic.
Higher institutions in Indonesia as a system can perform a double function, namely : as an executor of higher education simultaneously acting as an instrument for science and technological development and its application for the development of the Indonesian economy.
Based on those double functions, higher education consist of academic education and professional education. Academic education means that higher education is directed primarily in mastering science and its developments. Professional education on the other hand means that higher education is directed primarily at preparing the implementations of certain expertise or know how.
From the five educational units mentioned above Academy and Polytechnic may only perform professional education, while Sekolah Tinggi, University and Institute may perform academic and or professional education as well.
 
THE TECHNIQUES OF THE LANGUAGE OF TOURISM

ABSTRACT
 
As we have already known, there have been references to the language of Banking, the language of Architecture and the language of Music etc. Tourism as one of the largest industries in the world has also demonstrated that it operates along similar linguistic lines: that tourism, in the act of promotion,  as well as in the accounts of practitioners and clients has a discourse of its own (Dann, 1996:2).
In general, the language of tourism, including English, consists of several aspects such as properties of the language of tour-ism, the media of the language of tourism etc (Dann, 1996). However, this paper will only discuss the techniques of the language used in Tourism, especially in the act of promotion. Various associated techniques are explained here followed by examples from brochures or leaflets published by travel agents or tour operators. The techniques of the language of tourism consist of verbal, visual and a combination between verbal and visuals. However, the emphasis will be given to the first group, which comprises of mainly verbal: comparison, keyword and keying, testimony, humour, languaging and egotargeting.
